If one sub only has three wrestlers will they take 5 from the other sub to fill out the bracket? And if they are will they do it in all districts? I know this was discussed but never heard what the final decision was.

Yes the brackets will be filled in all districts in the manner described.

So if we are filling brackets at districts are we filling brackets at state also? For example if there are only 17 wrestlers at a weight 4d1,7d2,4d3,2d4 will d2 take 6?

Patrick...all but one district was doing it already; it was decided to make that the standard.

GPWC...No, this only applies to filling the district brackets. For State each district is allowed only 4 qualifiers.
