Just some notes (not our official minutes) on our USA Kansas Wrestling board meeting from July 12, 2015. We addressed over 20 proposed By-Laws changes. Most of these proposals were suggested by Tom Richard (1, 2(a), 3(a), 4-16). Each of those below will be presented in similar form at the State Body meeting. Those that passed the board need a majority vote by the State Body to pass as by-laws changes, and those that did not pass the board will need a 2/3 majority to be passed by the State Body to be added as by-laws changes.

Proposed By-Laws Changes
1. No one on the corporate board can hold two positions. Failed.
2. (a) All board positions to be voted on by the State Body except Membership Director. Failed
(b) All board positions to be voted on by State Body except Membership Director, Treasurer, and Secretary. Coaches Development Director must be Silver Certified. Passed.
3. (a) The KWCA/University representative must be a member of the KWCA and should either be a High School or Kansas College Wrestling Coach. Failed
(b) The KWCA/University representative must be a member of the KWCA. Passed
4. Term limits should be established for the board positions. Failed
5. A vacancy of a District Director position shall be filled by the Board of Directors until the membership from the District of the vacant position can meet to fill the position. Passed
6. The Freestyle/Greco-Roman Director will be responsible for supervising the Southern Plains Camp. Failed.
7. Minutes from the proceeding year’s board meetings and State Body meeting shall be made available at the annual State Body meeting. Passed.
8. The Corporate Board should draft a budget to present to the State Body meeting, who will return a vote for approval as a whole. Failed
9. All action taken by the board shall be subject to final approval by State Body. Failed.
10. The Assistant Folkstyle Diretor shall chair the State Folkstyle Tournament Committtee and have authority to form a committee of his choice to help him run the tournament. Failed.
11. All other state tournament committees shall follow the same type of committee members. Failed.
12. The Parlimentarian shall be the one to interpret all rules. Failed.
13. Proposed amendments of the by-laws may be made by any invidual member of the USAW-Kansas Wrestling Association. Approved.
14. All qualifying tournament seeding meetings will be held on the same day. Failed.
15. All districts to follow the same set of rules regarding weigh-in (satellite, weigh-in times, whether to hold a sub-district). Failed.
16. Reconsider redistricting decision from 2014. Failed.
17. Remove the entire Discipline Section from the By-Laws and replsce it with the previous Discipline Section. Failed
18. Each District hold a state-qualifying tournament on a different weekend and participants can come from any district. Failed.
19. Add weights: 8U 140, 10U 190, and 12U 265. Passed.
20. Modify hair cover rule to eliminate the requirement. Passed.

There was also discussion on adding 6U to the Kids State Tournament, moving the HS division to its own Kids State Tournament and moving the Kids State Tournament to an earlier weekend. A committee will look at those options.

Reviewed the cost of having the State Freestyle/Greco Tournament at the Bi-Centennial Center. Cost was greater in Salina than having it in Hutchinson. So State Freestyle/Greco Tournament will stay in Hutchinson.

USA Wrestling is raising costs on coaches’ cards, club charter fees, and tournament sanction fees. Costs may need to increase.
