Typically, it is an AD that "runs" the tourney, that doesn't understand how it should work, and sets his rules, and doesn't budge from them.
... Begging for a seed for your kid that doesn't deseerve one is horse crap. Oh well, some folks just don't get it.
that is the long and short of if. One one side there is an AD that won't budge for some kind of rule, and the other a coach that says
"Well my kid had a great week of practice and should have a better seed" or my favorite,
"he had _____on his back last year!"
