Some of those who were not champions, just decide to try and make it easier. Even if that means diminishing the role of "Champion". There is only one champion. Bottom line. Definition of Champion-1)n: a person who has defeated all others in a competition.2)n: One that is clearly superior or has the attributes of a winner.

State Champion would be the one that has defeated all other competitors in the state. By definition you can not have 8 State Champions. Also by definition, you can not have a 4th, 5th, or 6th place in a double elimination tournament.
