Generally, wrestlers with the best record at the same weight classification will be considered for seeds, and head to head competition between the wrestlers with the best record will determine their seed. There may be other seeding criteria determined by your district such as Tulsa Nationals Champion or placer, previous state champion or placer, district champion, etc.
Example:
Wrestler A is 10-0 and has defeated all wrestlers in the bracket - Seed 1
Wrestler B is 9-1 and has defeated D and E but lost to C - Seed 3
Wrestler C is 6-4 and has defeated B and D and E- Seed 2
Wrestler D is 6-4
Wrestler E is 5-5 and has defeated D - Seed 4
