I dont know if it is the toughest but AVCTL DIV 1 had the top 3 teams in 6A this year at state.

Greater Wichita Athletic
Wichita Heights, Bishop Carrol, Wichita NW,
NCKL
Clay Center Abilene Chapman Wamego Concordia Marysville
Mid Continent is the best of 321A IMO
Norton, Smith Center, Plainville, Phillipsburg
