I have a question. If you are a state qualifier at a certain weight, are you allowed to drop down lower then that weight for the following year.
Example: Your a state qualifier at 135 in 2005. In 2006 can you wrestle at 125?

Yes you can. Each season, you can wrestle in any weight class you want to and can certify at.

What is the rule and general intent with weight class movement in the same season?

There is a certification date that requires all wrestlers to make scratch weight by that date. If you want to wrestle 135 then you have to weigh 135.0 before the certification date. You only have to do that one time before the certification.
Now if you wrestle 135 the highest weight you can go is 140 or you break certification. If you were to wrestle a match at 145 the lowest you can go is 140 you can no longer wrestle at 135.
The rule states that you must have half your weigh-ins at the lower weight for the season or you aren't eligible to wrestle at that wieght if you move up in weight there is not a restriction as far as weigh-ins at that weight.
