I have always been told, I don't know if it is printed anywhere, that the choice to allow "move ups" was up to the tournament director's discretion. I personally support the freedom to choose unless insurance strictly prohibits it. I actually believe it should be worded "Should a wrestler be permitted to choose to ..." parents should not ever FORCE their kid to do either of these.
