If you seed the regional winners then I would think you would have to seed the 2nd, 3rd and 4th places to make the whole first round. The KSHSAA predetermined seeding scheme removes the subjectivity of who did what and when. No if, and, buts, howevers, and no records.

NOTE: Colorado seeds the regional winners. Nebraska use a predetermined scheme of 1 vs 4 and 2 vs 3 for the opening round. Did not look at other states
