The rule referenced by Mr. Johnson in the 2005-2006 NFSHSA Wrestling Rules Book states:

Rule 4-1-3 (pg. 17) Wrestlers shall wear light heelless wrestling shoes, reaching above the ankles. If the laces are visible, they shall be secured in an acceptable fashion.
The NFHS rule does not require taping, only that the laces, if visible, "be secured in an acceptable fashion."

Thanks for the reference. They were evidently wrong at subs in Pittsburg. With the head referee there, they said that the HS rules require it and there was no ammendment for kids that would change the rule, so everyone had to tape their laces. The HS rule interpretation seems to require tape OR a covering. I don't think that it is simply stating that the laces need to be tied.
