You might consider a general fund that could extend funding for the first D1 school willing to create a program. Sub-funds for each of the D1 schools could also be created with a marketing effort that would create a competition between them might be a good idea too. Maybe publish an annual winner?

It would also be great to know what each university would require from a benefactor to be able to start a program so a goal could be set.
