You are correct that the scholarships in D1 can be divided in most "non-revenue" sports. (I think Football and BB cannot be divided).

The school does not have to offer the full 9.9 scholarships either. The school could move to d1 and not change any funding to any of the teams. The team can create an endowment to supplement what the Athletic Department funds if they wish.
