For the younger wrestlers, I would vote for having a Sub-District, then District, then State. In the fuller brackets, just making it to District is a huge accomplishment. There will always be the easy ride somewhere in some weight classes, but you don't want to discourage wrestlers who are in larger, and often more loaded brackets.

The answer is breakout the 12, 14 and HS wrestlers as only eight of their brackets had more than 16 wrestlers. Only 1944 wrestlers, in the whole state, competed in these three age groups. Districts would be walk up the weekend after HS state and state the follow weekend. There are a few Middle School leagues that end on that Saturday but parental, coaching, and AD encouragement could easily get that changed if it is a major issue. Plenty of venues can handle 500 wrestlers for districts and state would be only 976 wrestlers. This frees up 6, 8, and 10's to have their own series which requires sub, dist, and state. 6 and unders alone would grow this format considerably.
