Sometimes there are truly bad regionals, for example, the free state regional this year, ark city might have had 14 champs there this year.
The main issue with the Free State Regional was 24 byes (simple math, an average of three open weight classes per team). In my opinion, that is unacceptable unless you just can't fill holes in your lineup because there is no one there to give their all and compete. As far as quality wrestlers, there were still plenty to be found. Ark City has a great program with tremendous wrestlers up and down their lineup, but I wouldn't bet the bank that they would have finished with 14 Regional Champions.
