The Wrestling Manual is NOT publicly distributed and is ONLY available to member schools and officials. The video rule does NOT clearly state that it pertains to spectators. This absence is obvious evidence that the rule SHOULD not apply to spectators.

It is the NFHS exam. That is why some questions are dropped and not counted because of modifications. Are you taking a different test??
