At 126 it was "at that point" of #9 and #10 as clearly being seedable. In fact, those two could have very well been seeded much higher, though lacked criteria.

At 106, the 9th seed just lost to the 8th seed and had credentials to be seeded.

Absolutely, the 8 seed "mandate" affected brackets. So would 10 seeds or 12 seeds. When you draw in any amount of wrestlers, there are "terrible" draws that happen, knowing "terrible" and "a lot" are subjective.
