A wrestler (big or small) should not be called for stalling just because he does not shoot. He should be called for stalling when he does not make legitimate offensive scoring attempts. And perhaps from the neutral position a wrestler's primary scoring attempts does not include many leg attacks, that is okay. Maybe he likes to try to work bodylocks, snapdowns, shrugs, arm drags. . .there are numerous offensive scoring strategies that are not "leg attacks." If a wrestler is truly working to score (not "faking" scoring attempts, but truly working to score), he should not be busted for stalling, from top, bottom, or neutral. Just my thoughts.
