One can keep costs down by participating in 1 or 2 tournaments a month. If a kid can only participate in 1 or 2 a month from Dec.-Mar. along with practicing on a regular basis he will and can still greatly benefit from the sport of wrestling.
1-2 tournaments a month equals to 4-8 for the season. So if a kid competes in say 6 tournaments during the season that will amount to $60 in entry fees plus $30 for a USA card and another $60 for shoes and singlets for a total of about $150 for the season. That is still comparable to some baseball and soccer leagues around. One doesn't have to go overboard and compete every weekend to get the benefits of the sport.
