If a school offers a scholarship, the location of the recruit plays a big part in what percentage of a scholarship they are offered. But I'm sure Nigel has already told you about that, since many D-1 schools wanted him (ha ha).
I'm not Nate but I collect a lot of things of NCAA and wrestling nature. Many schools will allow you to after a year in the state to change you tuition to instate...it's complicated but can happen. Nigel was actually wanted by a few D1 schools his senior year.
