I think this rule varies from state to state and was put in place in Kansas to prevent one public high school from recruiting athletes from other public high schools. I do not know anything about how hardships granted by the KSHSAA or releases work though. I do think the reason behind the rule has some merit, but I also hate to think that kids who want to wrestle are not getting the opportunity because of it.
