Rick Bowden has said time and time again that aslong as FHSU has a wrestling program, KSHSAA will run a state tourney there. It helps KSHSAA and FHSU at the same time.
So I don't think you'll ever see FHSU without a tourney nor all 6 classes there.

4A & 5/6A were split due to the cluster of the Wichita/Sedgwick people not taking care of the Col. or building a new facility. 4A locked up Salina for at least 2 years and other sites were considered to move 5/6A as they thought the Col. would be out of commission dureing the renovation. Wichita voters decided to build their own instead of paying $$$ to renovate. Since the Bi Center was already locked up, KSHSAA decided to leave 4A in Salina (at least for the next 2 years) and 5/6A were able to stay put since no work was going to be done to constitute a need to move.

Will 4A go back down to Wichita when (and if, with the way their dragging it out) the new center is built? That would be KSHSAA's call and I'm sure they'll take the 4A coach's opinions into consideration...

But with a class (more than likely 123A) at FHSU "as long as they have a program", we'll never see all 6 classes in Wichita!!
