What is stalling? When two wrestlers are tied up and one drives the other off the mat, who is stalling? The one backing up, or the one intentionally shoving the other wrestler off the mat? When one wrestler is belly down and his opponents shoulder is in the middle of his back, is the bottom man stalling if he can't get up but the top man is off to the side (not riding the hips)? Is the top man stalling if every time he tries to ride to the side the bottom man nearly escapes, so he has to go back to riding parallel and controlling the bottom mans arms? The point I'm trying to make is it is a very fine line between stalling and attempting to maintain control. The rules state that an effort should be made by both wrestlers to improve their position. If both wrestlers are fairly even in ability and experience, sometimes trying to improve your position will result in loss of advantage. A wrestler should be penalized for stalling, but he shouldn't be expected to make a ill advised move just for the sake of not being called for stalling.
