My fault I read it wrong. I change my response; they are both recruiting and one is now mad because the other is doing a better job of it. If a coach brings in kids from California I doubt his season is just November to March. Oklahoma does it. Kansas has had teams in trouble over recruiting, and I'm sure there are teams in Kansas that still do it. I'm not saying it is right but it happens. Tuitions get paid, jobs are given, and homes are bought. And just because a man is instrumental in building a state program does not make him exempt.
