How many schools have taken everyone to state out of a 16 man regional?

Effingham Atchison co comm did in 1990

Kansas switched from 12 to 13 weights in 1988. We then switched from 13 to 14 weights in 1996.

I'll assume this information is correct and Effingham took all 13 in 1990 from a 16 man regional eventually taking 4th at the state tournament. Is this the only team to ever do this?

Has any team in Kansas history taken all 14 wrestlers to state out of a 16 man regional since the rule change in 1996?

Last year Olathe North and Blue Valley Southwest but I am assuming you are looking for results prior to?

Looking for teams that have taken all 14 with only 4 of the 16 going to state. Not trying to discredit any teams just trying to win a bet.
